Now is the time to stand together, Brother and Sister Rural Carriers! The USPS is pulling out all the stops with this mail count. In many areas, loading times and Column R times are being scrutinized and limited to bare minimums. They are looking at everything. The USPS is insisting that we "go by the book" so we should, in turn, make sure they they do too.

They are also counting on US to NOT stand up for our rights. They expect us to just take the scraps that they may throw our way and be content with that. They expect rural carriers to NOT challenge what they are allowing us during this count. They are expecting us to NOT follow up after the count is over and they return to expecting us to handle customer telephone calls, etc. They are counting on us to do nothing.

We must stand firm! As I was told earlier, DON'T GIVE IT TO THEM...

MAKE THEM TAKE IT!

Any carriers that are not signing their count forms MUST include a letter explaining why they are not signing. They MUST have documentation to support the reasons for not signing. If they have issues that are the same as the issues that are already at Step 4, they still have to document distance, # of pieces of mail, dates etc.
When the count forms are received in John Glancy's office, the information will be input, then the route file will be set aside for Mike Holder and I to review. If your documentation supports your reason for not signing, your mail count form will be changed and you will be notified. If your documentation does not support your reason for not signing, I will make the determination if you would be successful if you filed a grievance and you will be notified. If your reason for not signing cannot be settled by Mike Holder and I, you will be advised and you will then have 14 days to file a grievance. It is possible the NRLCA at the national level will issue instructions on how to handle grievances that pertain to the issues awaiting Step 4 decisions.
Please remember that for us to make an accurate determination, you must be specific.
Please pass this information on to other rural carriers.

  • Continue to document, document, document! The fact that National has filed Step 4s on our behalf should not change anything that we are already doing. If there are disputes, continue to document them. If you don't agree with your count sheets, don't sign them. Attach the disgreement letter detailing why you are not signing the forms. Perhaps even attach copies of the Step 4 grievances. Let an arbitrator try to justify that Rural Carriers are content when 100,000 carriers are disputing the validity of this count!
The National Board is asking all State Stewards to compile specific information that could be used in the 2 mail count step 4 grievances. Be sure the information is accurate and very specific. They will need: offices, carrier's names, supervisor and postmaster names, and detailed documentation of the violations.

Other examples of documentation: cc:mail, letters to Postmasters, letters to or from Districts or Areas with the instructions or interpretations, mail count disagreement letters, PS Form 4240's with disputed items listed, a carriers log of all disputed items, communications of any form that would support our case.

ALL WRITTEN STATEMENTS MUST BE SIGNED AND DATED.

Get your documentation in to your state steward.
