Proposals


These are the 2 proposals that will be presented at the 2002 TRLCA State Convention in Corpus Christi TX. The images presented adjacent to each plan represent the alignment of each district or region referenced by the proposal. These images are links to a larger image file that you may wish to view. Proposal:
Postal Districts

Article IX

Section 1

The officers of this Association shall consist of a President, a Vice President and a Secretary-Treasurer, whose election shall be annual, and eight (8) Trustees, two (2) from each postal district (beginning in 2003). These officers shall constitute the Executive Board and the State Organizing Board. It is provided that the term of the office of Trustee shall be two (2) years each with one Trustee from each Postal District to be elected each year to take the place of those whose term will expire. No state officer shall continue to hold office in the TRLCA who concurrently holds or accepts a position in management, or a position in another craft. The qualifications for a candidate as an Officer or Trustee of the Association shall be that he/she is a member in good standing. Elected Trustees must work within the Postal District they represent.


Section 2.

The nominations of officers shall take place immediately following the final report of the Credential Committee. If there are no nominees from a postal district, a trustee shall be elected at large for that position. Said nomination shall not be closed until the presiding officer shall inquire three (3) times "Are there any more nominations?" Elections shall take place on the last day of the convention.

Section 3.

The election of officers shall be by Secret Ballot provided there is more than one (1) candidate. When there are more than two (2) candidates for the same office, it shall require a majority of all votes cast to elect. When there are more than two (2) candidates for the same office, the one receiving the least number of votes shall be dropped at each succeeding ballot until there is an election. Trustees will be elected at the State Convention by the voting delegates of the Postal Districts they will represent.

New Section 4

When a local is located in two or more districts, the Credentials Committee shall be responsible for identifying the division of the voting delegate strength of these delegates.

New Section 5

Any trustee currently serving shall be allowed to serve out their current term. A trustee will be elected in 2003 from a postal district with the least number of trustees on the board, for a one-year term, and one from each Postal District for the regular two (2) year terms. In 2004, the remaining 4 positions will be elected by district. This section shall then become null and void.

Union regions

Article IX

Section 1

The qualifications for a candidate as an Officer or Trustee of the Association shall be that he/she is a member in good standing. Elected Trustees must be a member in good standing of a local within the region they represent.

New Section 4:

Voting strength of the Regions will be reviewed by the TRLCA Board every year for evaluation of re-alignment, as needed.

New Section 5

Any trustee currently serving shall be allowed to serve out their current term. In 2002, a trustee elected from an odd numbered region will be elected for a one-year term. Trustees for odd numbered regions will be elected in odd numbered years and trustees for even numbered regions will be elected in even numbered years.
